CASPER, Wyo. — The Casper City Council granted new bar and grill licenses to two Qdoba restaurants in December.
They’ve also set aside two further such licenses for future use by restaurant owner John Johnson.
That leaves only one bar and grill license available. Yellowstone Garage and The Hall on Ash owner John Huff has requested this final license, according to the city.

The Yellowstone Garage currently operates using a retail liquor license. Conditions on that license restrict its use to the 355 West Yellowstone location and it is not eligible for transfer to another location.
Huff is asking that the city amend the restrictions so that the retail liquor license can be transferred for use at The Hall on Ash, which is used as event space.
If the city council relaxes the restrictions to allow the transfer of that license, Huff plans to then apply for the last remain bar and grill license for use at the Yellowstone Garage.
Should that license be granted, Casper would have no remaining bar and grill licenses available. The city has a total of 14 bar and grill licenses, which is based on population.
Such licenses cost $10,500 for the first year and $3,000 for annual renewals. They allow businesses to sell alcohol on premises only, with the exception of wine bottles purchased along with a full meal.
Restaurants with bar and grill licenses require that food sales account for 60% of their revenue.
The city council will discuss the request during their pre-meeting on Tuesday, Jan. 7.
